Country profile

Ethiopia is low income country with the vision to become a middle income country and a leading manufacturing hub in Africa by 2025. The Government of Ethiopia places high importance to industrial parks development along key development corridors. So far the country constructed and operationalized over 15 industrial parks each with a distinct specialty in priority sectors. Ethiopia plans to increase the number of operational industrial parks to around 30 by 2025, as part of its efforts to make the country a light manufacturing hub. These industrial parks were developed and financed through different mechanisms ensuring a sustainable and inclusive partnership between the Government and private industrial park developers. In 2014, the Ethiopian Industrial Parks Development Corporation (IPDC) was established with the mandate to develop and operate the parks, availing developed land and pre-built sheds equipped with all-encompassing utilities and infrastructural facilities.

Development mechanisms

The Industrial Parks proclamation 886/2015 provides that industrial parks can be developed by any profit-making public, public-private or private enterprise. There are three mechanisms for establishment of industrial parks: (a) fully developed by the federal or regional government; (b) developed by PPPs with the IPDC; and (c) by private developers only.
